Storm Clouds over the Andes
This chapter explores the policies of the Toledo administration toward neighboring states, especially Bolivia, Brazil, Chile, Colombia, Ecuador, and Venezuela. Diplomatic relations with many of these states were excellent throughout Toledo's time in office while relations with others were sometimes acrimonious. In the process, domestic and foreign policies often interacted to an unusual degree as competing ideologies repeatedly impacted on Andean politics.
