This chapter discusses the naval organization of the Order of Saint John. It identifies the general concept that guides both the military and naval organization of the Order, and is called the “shield and sword”. While the shield referred to the fortifications on the islands, the sword referred to the relatively small but fast and efficient naval fleet.
