This chapter reports the initial phases of the Agregado Resettlement Program. The discussion includes the process of launching the program, designing the communities, the government requirements and regulations, and how the Land Authority distributed the plots. The focus is placed on the planning, implementation, development, and political significance of the Agregado Resettlement Program and its particular embodiment in Parcelas Gándaras. The role of Rexford G. Tugwell and its impact on Popular Democratic Party (PPD) policies is explained. It describes the early experiences of Parcelas Gándaras when it was established in the municipality of Cidra at the end of 1945. It is demonstrated that grand pronouncements and planning did not always match local realities and developments. In 1948, the insular government created the Administración de Programas Sociales (APS) as a response to criticisms and failures of the program. The parcelas and the distribution of land constituted strong government gestures of populism and democracy.
