Abstract
Winning While Losing: Civil Rights, the Conservative Movement, and the Presidency from Nixon to Obama examines various strategies presidents have used to either limit, expand, or maintain civil rights since 1968. In this time period, often described as the post–civil rights era, presidents have redefined the scope, scale, and purpose of civil rights. This period saw the end of legalized discrimination and, simultaneously, the era witnessed increased social and economic inequality. The essays analyze this paradox of winning while losing on the issue of civil rights.
