After Florida’s explosive growth in the twentieth century, and fueled by the entry of World War II veterans into the professional ranks, there were many efforts to modernize Florida’s constitution beginning in 1949. This chapter describes the formation and shortcomings of the existing 1885 Florida Constitution; the several attempts to reform it beginning in the 1940s, including attempts led by Governor LeRoy Collins, the League of Women Voters, and The Florida Bar; and the opposition to those reforms led by the Pork Chop Gang, in particular Charley Johns and Dilworth Clarke, for fear of losing control of tax distribution and legislative apportionment.
